KFCB Participates in the 11th World Scout Parliamentary Union (WSPU) Kenya Youth General Assembly
The Kenya Film Classification Board (KFCB) participated and showcased its mandate and programs during the 11th Edition of the World Scout Parliamentary Union (WSPU) Kenya Youth General Assembly, held from 7th to 9th November 2025 at Kamwenja Teachers College, Nyeri County.
Themed “Parliamentary Scouts in SDGs, Creative Economy and Climate Action,” the Assembly brought together Members of Parliament from across the globe, delegates from various institutions, and youth representatives to deliberate on strategies for advancing sustainable development, innovation, climate action, and global cooperation.
The KFCB team, led by Ms. Eunice Mwanza, Ag. Principal Legal Officer, leveraged the forum to sensitize participants on the Board’s mandate, key programs, and initiatives aimed at fostering a facilitative regulatory environment to spur the growth of Kenya’s film sector in line with the Bottom-Up Economic Transformation Agenda (BETA).

Ms. Mwanza also delivered an insightful presentation titled “Creative Economy, Artificial Intelligence, and Innovation,” exploring the intersection of creativity, emerging technologies, and innovation. She underscored the potential of these areas in empowering young people, enhancing content creation, and driving sustainable growth within Kenya’s film and creative sectors.
On the sidelines of the event, the KFCB team hosted Dr. Mwalimu Mutahi Kahiga, EGH, Governor, Nyeri County, accompanied by the Principal Secretary, State Department for Devolution, Mr. Michael Lenasalon, and Hon. Dr. Wilberforce Ojiambo Oundo, MP, Funyula Constituency.
In its continuous effort to promote a supportive environment for film development, the Board recently unveiled a state-of-the-art Cine-Mobile Truck - a flagship initiative designed to showcase local films, support talent identification, and nurture creativity, particularly at the grassroots level. The Cine-Mobile also promotes the creation, distribution, and exhibition of films that reflect Kenya’s culture and national aspirations while protecting children and vulnerable groups from exposure to harmful or age-inappropriate content.
Additionally, in collaboration with other regulatory government agencies, KFCB has developed a Regulators’ Handbook for Film Practitioners in Kenya. The Handbook simplifies key information on film regulation, outlines the tax obligations and incentives available to film practitioners, provides guidelines on filming in national parks and the use of drones, and highlights essential copyright and data protection requirements for filmmakers.

Through these initiatives, KFCB continues to champion responsible creativity and support talent development to drive job creation and wealth generation through facilitative regulation in line with BETA.
