The episode revolves around the kidnapping of the governor of county 49. The kidnappers continue to demand for ransom equivalent to the entire budget of the county. In absence of the governor, the deputy governor authorizes for the kidnappers to get the ransom, we eventually see the ring leader with him pointing to an inside job.
