National Assembly’s Committee on Delegated Legislation Deliberates upon KFCB’s Proposed Film Classification Guidelines 

The Principal Secretary in the State Department for Youth Affairs and Creative Economy, Mr. Fikirini Jacobs, accompanied by the Kenya Film Classification Board, Ag. Chief Executive Officer, CPA Paskal Opiyo, and a section of the Management team on Tuesday, 22nd July 2025, appeared before the National Assembly's Committee on Delegated Legislation, chaired by Hon. Samuel Chepkonga.
The team, led by the PS, presented the proposed Films and Stage Plays (Film Classification) Guidelines, 2024, to the Committee for deliberation and scrutiny.
The Guidelines propose a more detailed process for the classification of films, television programmes and videos (including music videos), as enshrined in the Films and Stage Plays Act, Cap 222 of the Laws of Kenya.

Notable proposed changes in the Guidelines include the introduction of a film classification rating of Parental Guidance (PG) 13, in conformity with global best practices in audiovisual rating, and the introduction of a Consumer Advisory Index to be used when assigning a film rating.
Following the deliberations, the National Assembly Committee recommended a raft of minor changes to the Guidelines before publication.
In 2023, the Board undertook various public consultations with stakeholders across the country following the development of the Guidelines.
