Our Regulatory Mandate and Services

The Kenya Film Classification Board (KFCB) is a State Agency under the Ministry of ICT, Innovation and Youth Affairs mandated by the Films and Stage Plays Act Cap 222 of the Laws of Kenya to regulate the creation, broadcasting, possession, distribution and exhibition of film and broadcast content to ensure that content conforms to Kenya's culture, moral values and national aspirations as well as to protect children from exposure to harmful/adult content.
KFCB is also empowered by the Kenya Information and Communications Act (KICA) to impose age restrictions to ensure that content that depicts or contains scenes that are rated as adult or are of the language intended for adult audiences are not aired during the Watershed Period (5:00 am -10:00 pm).
Further, KICA empowers the Board to enforce the Programming Code for the free-to-air radio and TV services by ensuring that all programme and non-programme matter, namely commercials, infomercials, documentaries, programme promotions, programme listings, community service announcements and station identifications are classified before they air.
Additionally, Cap 222 mandates the Board to issue licences to local and international filmmakers, film agents, distributors and exhibitors. The distributors and exhibitors' licences are issued to: video shops, video library shops, online distributors, cinema theatres, outdoor exhibitors, video shows as well as play station operators.
