Mr. Paskal M. Opiyo is a Member of the Institute of Certified Public Accountants of Kenya (ICPAK) with over 20 years of qualification experience. 

Prior to his appointment as the Ag. CEO of the Kenya Film Classification Board, Mr. Opiyo was the Ag. Chief Manager, Corporate Services at the Kenya Film Classification Board. He has also served as the Finance Manager of the same institution.

He is keen on strategic thought processes with interests in capacity building of those at the bottom of the pyramid and significant experience within the government, multi-national and multi-cultural set-up, boasting investments in agri-business, engineering, energy, property, and service provision. 

Mr. Opiyo holds a Bachelor of Arts degree (Hons) in Political Science from the University of Nairobi and a Master of Business Administration degree from Daystar University. He is a hands-on individual with the ability to specialize increasingly in the optimized use of available resources for maximum gain. In addition, he has extensive exposure in providing oversight to operations, managing Finance & Accounting, Administration, ICT, logistics, sales, and after-sale service provision as well as human capital for a duration spanning 20 years. 

He holds certifications in Corporate Governance (Centre for Corporate Governance Kenya), Executive Human Resource Management (IHRM) Kenya, and other certifications in leadership and management. 

Before joining the Kenya Film Classification Board, Mr. Opiyo worked with the Williamson Tea Group Ltd as the Finance and Administration Manager. He was in charge of Williamson Power Ltd, a subsidiary of the Group. While at Willaimson Tea Group, he was a Trustee of the Williamson Tea Group Staff Provident Fund for over 16 years, and the Founding Trust Secretary for 6 years. 
 

Responsible for initiating, designing, developing, reviewing, and implementing the Communication Strategy to uphold a positive corporate image.
She also coordinates public functions and events to promote and publicize corporate activities.
The manager handles customer feedback, including compliments, suggestions, and complaints.

Reviews and appraises organisational efficiencies and controls, including financial, operational and internal control systems and procedures.
This role reports functionally to the board of directors and administratively to the CEO.

Provides legal services to ensure appropriate interpretation of the legal safeguards and rights, including patents, copyrights and trademarks.
She offers legal counsel and guidance on all aspects of governance, regulation and compliance.
The manager gives opinions and legal interpretations on various matters relating to the implications of relevant statutory instruments.
She is the custodian of corporate interests in regard to intellectual property rights and indemnity. The manager is secretary to the board of directors.

Loice Shalakha holds an LLM, LLB, Post Graduate Diploma in Law, Post Graduate Diploma in Program Management, and Post graduate Certificate in law.

Coordinates the preparation of the annual Ministerial Public Expenditure Review (MPER) and the Medium-Term Expenditure Framework (MTEF).
He collects, collates, processes and interprets statistical data for decision-making.
The manager coordinates the appraisal of development projects, and oversees preparation of progress reports on performance contracting.

Provides oversight to achieve efficiency in the supply chain function.
This role entails planning, sourcing, and monitoring of the procurement process.
The manager plans and drives initiatives that enhance attainment of strategic goals and objectives.

Plans and operationalizes systems to support the sustenance of an infrastructure that streamlines content regulation and classification.
This role is also responsible for the planning and implementation of special projects, quality assurance, and process evaluation.
