KFCB appeals to Parliament to expedite CAP 222 review

The Kenya Film Classification Board (KFCB) has called on Parliament to fast track the process of reviewing the Film and Stage Plays Act Cap222 to enhance protection of children from unsuitable content.

The Board’s Chief Executive Officer Dr. Ezekiel Mutua has said that a speedy revision of the law is required to provide an efficient and progressive framework to regulate content on all media platforms.

Speaking in Mombasa today during a public sensitization programme with the Council for Imams and Preachers of Kenya(CIPK) at Swalahin mosque, the CEO noted that it is important to update the law to accomodate new technolgies and other platforms of content distribution such as outdoor advertisements.

The process of reviewing the law began in 2016 following industry concerns that some aspects of the Act did not reflect prevailing industry dynamics. It is now in Parliament following the completion of stakeholder input.

The recommendation to hasten Cap222 review comes at a time when there are public concerns about the display of billboard advertisements containing unsuitable content. This week, the County Government of Nairobi pulled down an explicit condom advertisement billboard following public outrage.

Dr. Mutua has written to the County Administration expressing the Board’s appreciation for removing the offensive advert, commiting to continue working together to enhance protection of children from unsuitable content through outdoor platforms.

The installation of the law will enhance compliance with content regulations to protect children from harmful content in light of new technologies .
